Pilot: Phase 1 (2007/08)

1. Can I see the results of the Pilot: Phase 1?

The LSC has shared the outcomes of the Framework's first Pilot with the relevant providers, and their local LSC partnership teams. The LSC did not share the individual scores widely, as they represented a process in development. However, KPMG produced a Pilot Evaluation Report, which examined the outcomes of the Pilot in detail, and it is available on the Framework for Excellence website.

Pilot: Phase 2 (2008/09)

1. How is the Pilot: Phase 2 going to operate?

The Pilot: Phase 2 will take place in 2008/09 and inform the roll-out of Phase 2 of the Framework in summer 2009.

The broad scope of Pilot: Phase 2 is to:
• look at extending the Framework to new types of providers, including independent specialist colleges, local authorities, and specialist designated institutions
• look at new performance indicators as applied to both new providers and providers already in scope for Phase 1.

Around 120 providers will participate in the Pilot: Phase 2. Selection of these providers, from those who volunteered was based upon the following criteria:
• region
• performance (based on most recent Ofsted grade, where available)
• participation in the Pilot: Phase 1 (2007/08)
• provider type
• provision (for example, the need to include colleges delivering OLASS)
• locality (the spread within a region, where possible).

Activities/expectations for Pilot providers (an indicative rather than exhaustive list) are as follows:
• collection of data (including assistance with surveys) to populate relevant performance indicators
• attendance at Development Groups to contribute to the specific strands of work
• attendance at periodic events to hear progress on the Pilot and give feedback
• nomination of a liaison officer to act as single point of contact for the Pilot.

The first point of contact for Pilot providers will be their local partnership manager. However, the Pilot will be co-ordinated centrally by the Framework for Excellence programme team at the LSC's National Office.

The LSC plans to publish an evaluation report of the Pilot: Phase 2 in spring 2009, followed by the provider guide for Phase 2 in summer 2009.
