Structure

The Framework for Excellence comprises three dimensions that are widely recognised as critical constituents of performance: Responsiveness, Effectiveness and Finance.

Each dimension contains two or three Key Performance Areas (KPAs) that the sector has agreed are the main constituents of performance within the dimension. Performance is assessed objectively through the use of performance indicators for each performance area.
