Learner Views
The performance measure is a score derived from a Learner Views questionnaire that captures learners’ perceptions about:
• the information, advice and guidance they received from their provider
• the quality of teaching and learning on their programme
• their overall satisfaction with their learning experience
• their satisfaction with their learning experience
• their satisfaction with the level of support available to them from their provider
• whether they are treated fairly and with respect.
The actual questions have been developed from the pilot and are currently in cognitive testing: they will be shared on this website in November 2008.
Key points to note are:
• the Version 1 Learner Views survey goes live on 2 January 2009 and runs until midnight on 13 February, when the survey will then close and no further responses will be accepted
• the survey will be web-based; the LSC will provide a weblink which providers need to share with their learners (only in a small number of exceptional cases will non-web alternatives be used: providers that have submitted a form regarding exceptional cases will receive a response by 1 December)
• providers are asked to prepare now to ensure that learners will have access to their learner number (as used on the ILR), and the provider’s UKPRN, as they will need this to log-in to the website.

Mid-November 2008 – further guidance, including information on testing the weblinks and details of the communication materials.
Late November 2008 – letter sent to principals of Version 1 providers, giving log-on details to the Framework’s Survey webpages (a reminder for those who have had the Employer Views letter).
Early December 2008– live on the Framework’s Survey webpages
1) the minimum number of completed questionnaires that need to be returned.
2) the survey questions.
2 January – 13 February 2009 - live survey period.
